iTunes "review account information" problem.

Ok so my mom bought me the iPod I always wanted yesterday off her managers daughter and I got iTunes yesterday. First let me say, you can't sign up using iTunes so theres a error that needs to be fixed....And for me, it says I need to review my account info and I did online already and it still says that but oh heres a bigger problem...........When I choose review on iTunes it says loading iTunes store and it never loads so I can't do anything. Someone know how to fix this? Its getting on my nerves.
