I wanted to know if i could change my Iphone 3gs for the newer model Iphone 4? It doesn't matter the cost, i just need to know if its possible as of 2012.

Apple has no such trade-in-for-the-new-model program. Your best bet may be to sell it yourself or complete a web search for one of the companies that buys used iOS devices. Then use the funds fromselling it to buy the new iPhone of your choice.

The quick answer is NO. That said, asuming you don't have a contract on the 3GS and it is in good condition, you could sell it on eBay for around $100-$150. Since a new IP4S (16gb) costs $199, it would then cost you slightly less than $50 to upgrade.
Even IF you have a contract, I would assume you're past the 18 month mark and are eligible for an upgrade.
A few months ago I bought a 3G for $100 and that was the low end price for this model at that time with several sellers asking $150.
Is it possible to Trade a Iphone 3GS for a Iphone 4? I know there would most likely be a fee.
