What format is the video? What are the project properties? Does the media need to be rendered?
And with which Mac do you work. Might depend of the prosessor and the graphic card.
I had this SAME EXACT problem for WEEKS! >_<
It was so frustrating. I tried everything I could. I was even using uncompressed video files (+60GB in size!) to try to fix the problem, but nope. Nothing. Except this...
Go to:
Preferences -> Playback -> Playback Quality and select "High Quality"
By default, FCPX uses the lower quality setting to save resources.
"...Playback Quality pop-up menu to choose whether to always use the highest-quality video for playback or downsized video for better playback performance"

It's ridiculous how long I had to look for this exact answer.
Was experiencing the same issue. Wanted to add that in the newest update (10.1) the option is no longer found under preferences. Select the drop down menu in the upper right hand corner of the viewer. Under quality choose "better quality" instead of the default "better performance."

I just fixed the same problem. However, now, in 10.3, you have to click "view" on the top-right of your viewer, then select high quality.
