Can 2 ipads create adhoc network?

For an ad hoc, somebody has to act the role of the host. I don't think the pad does that. The iPhone does, thus the hotspot feature. I beleive you can use the phone as a 'router' between the pad and a AirPrint print printer, for example. I think, but have not tried, to use the phone as a 'router' between a pad and apple tv.

I am trying think what application there would be for tying 2 pads together via wifi, and I am coming up blank.
