I tried to upgrade my ios 7.1.2 to ios8 through icloud back up but still don't work .. I want to install a Facebook.messenger but I can't because it won't match or not compatible on my current ios7.1.2 it has to be iOS 8 ..the software update won't work I think
What do you mean change it. The ICCID or Integrated Circuit Card ID is the serial number of the SIM card. It can only be changed if you change SIM cards.
I have just recently installed 5.0.1, now my 3g internet does not work.
I note that my ICCID is (now??) different to the one I have written down when I first booted up my iphone 4 through instructions from my operator. I think that is the problem. So I want to change the ICCID I see on the screen to that on the scrap of paper I have......
As I said, the ICCID is the SIM Cards serial number and cannot be changed. Have you replaced your SIM Card recently?

Go back to your carrier and get a new SIM.
Could be a problem with your SIM so as KiltedTim suggested get a new SIM from your carrier. I'm not sure where you live or who your carrier is but here in the UK, the O2 network has been experiencing major problems with their network.
I am O2 and cannot get internet so it may be that then.....thanks

If you have an iPhone 4, you can't update past iOS 7.1.2. If you need a higher iOS level, you will need a new phone.
