When I connect my iPad2 to my Mac, the sliding bar keeps changing and seems to tell me I have a lot more on it than the numbers say. What's up with that? Also, when I "download" my music from iCloud to play it, is it just for that playing time or is it taking up space I later have to free up?

When you download it, it stays there until you delete it.

At some point they needed to make a choice about how they were going to manage the music. Pandora, for example, streams the music to you. It is not stored on your device. It does not cost you any space. But also does not work unless you have an Internet connection that is active. Will not work on a plane, for example. I cloud is more of a storage locker. You bring down the stuff you want, play it, then decide to keep it, or delete it. Once it is one your machine you can use it anywhere, anytime.

You have to go one way or the other.
