I´m not sure about you all, but I really don´t care too much if someone´s feelings got hurt here because someone extra-smart apparently felt like he or she had to dump some fun (or not) comment, and I care even less for those complaining about people posting the same problems over and over, or those who feel like they have to teach people how to use a forum.
And PLEASE: stop writing things like "you should not have created a second Apple ID" or "Why would you create a second Apple ID?" - apparently there are numerous reasons why this happens or has happened.
There are 25 pages (!!!) of posts and comments on this problem right now in this thread as I am writing this, which means that some peolpe DO have an issue with this. The first post is from early 2012 and today is december 30. 2013, which makes me feel like Apple does not really give a lot about their users, at least in this thread.
As for Apple... this forum is hosted on appple.com, you have to agree to Apple terms and conditions in order to register and use it, and it has the Apple logo on it. Now if there´s no real Apple presence in this forum, I wonder why... maybe someone should tell them about it? (<-- note: irony!)
What I would REALLY like is a solution to the problem. Now it looks like a lot of people in here have a problem, while noone seems to have a solution. I am not a technician, but currently I see (at least) two possible solutions to this and I want to ask you all if either one would be a useful solution for YOU:
- allow (bulk) transfer of data (music, apps, ...) from one to another ID that hold the same name and address data
or
- allow the use of multiple Apple IDs in one device at the same time. Thus, the items stay attached to the original ID and you can still use them.
--> PLEASE respond to this post if either one or both would solve your Apple ID issues!!!
If there are enough responses, I will file a collective complaint with the Apple support, as nothing seems to change when individuals talk to them (at least not since early 2012)...

It's been Apple's policy since the App Store first opened that Apps are tied to the Apple ID under which they were purchased. The fact you think it's an issue and you don't like it is certainly understandable, but again, it is what it is.

Please feel free to still respond to my post (above) anyway, I believe that creating a little buzz might help Apple understand how much of an unsatisfactory experience this issue is.

All of the feedback in the world isn't likely to change anything because the reason that content is not transferable from one Apple ID to another is because the content is licensed to the Apple ID. Apple isn't likely to screw up the licensing system that it has been using since the advent of the iTunes Store to make you and the folks who would be likely to respond to you happy.

this might not be a problem for you, but let me assure you that this is causing a problem for me.
Now it may have been Apple´s policy or not, but the problem I experience with two IDs is not present in iTunes on my MacBook, nor is it on my iPhone:
On both of them, I can play the music I purchased with any of my two Apple IDs without having to sign out/sign in before. I´d be happy if I could use my iPad just the same way I use my other Apple products.
I just told Apple about this issue on their feedback page, but the text box there is way too small to really explain the whole issue. Plus, they will not respond in any case (that´s what they say on that feedback page). Not too pleasant when you´re actually looking for a solution to a problem...
Let me propose another way:
--> If they decided to refund me for all the items on my old Apple ID, I would gladly purchase them again under the new Apple ID.
Seriously, the reason why I love Apple products is that things just plain work without stupid problems. What happened here...?

I´m afraid you´re right... but there are much more ways to solve this than changing the licensing system.
That´s why I am suggesting several solutions that would fix the issue for me. And that´s also why I want to find out if any of my suggestions would do the job for others, too.

You seem to know quite a bit about these things, so you might be able to actually help me here:
You say that this is about a policy thing, but then: why does it work just fine on my MacBook and on two different iPhones? Why can it work without any problem on some Apple devices and not on the iPad?
