But of course, what do I do if I am ready to create a new account, new iCloud email address and delete and old account? I would sure like it if Apple made it possible for me to keep all those years of purchases. Doesn't seem right to loose years of movies, music and apps.

If its because you are getting a new email and the dl one associated with the Apple Id will no longer function, then you can simply go to http://appleid.apple.com and update the email address on the same Apple Id. no need to create a new one.
In fact, except for very few and specific reasons, there should be no need whatsoever to create a new Apple ID, let alone want to delete an old one.

I don't even aim to create a new Apple ID I simply want to change my current one. In both cases we currently cannot.
I want to change it because my current one does not represent me anymore, just as I'm sure "hellokitty89" and "ladiesman217" will not represent them one day either.
The current situation is this publicly viewable aspect of ones account cannot be modified.

With that said I will alert the hosts of your request to change it.
Alternatively, you can make a new Id specifically for this Forum, and keep the old one for everything else.

When you want to run volume licensing, you can't use an apple ID that has already been used for individual purchases. I ran into this while configuring a volume licensing program for my employer. They had been using an individual apple ID to purchase apps on 6 or 7 ipads, 10 iphones, and multiple workstations. When we tried to use that Apple ID's email address with the Volume Purchasing Program, we were unable to do so.
So the question remains... why can't you transfer purchases from one Apple ID to another if you can show that you own both ID's? -

Wouldn't the solution to P.R.'s case be, to use "central Family ID" as "family organizer" and use all other existing and new ID's just as a "family member"?
I'd guess that most needs for transferring content from ID to another comes from the age when family sharing didn't exist. So, I'd say it would be fare for Apple to let the user decide, whenever ID is first time invited to "family sharing" or organizing one, to let choose which content belongs to which ID in the family.
I'd also think that when "family sharing" didn't exist, Apple couldn't possibly expect that people would open new ID's for their kids when buying games to them, just because some day there might be something called "family sharing". After all, iOS wasn't designed for multiple users like osX is designed for, I guess for simplicity? Well, then this is a good example of over simplyfying...

Now as I have gotten older I have created my own iTunes account and I want to transfer all my songs onto my new account. If I cannot save the songs, is there a way I can save my songs onto a hard drive then back it onto iTunes?

However, you should be able to go into the iTunes Music folder in the computer that currently holds the Music library, and copy all the Files onto a Usb or external drive, and then import them into a new iTunes library directly.

Apple, in iOS 7 I believe, introduced "Family Sharing" to address your issue. It makes it so that all the apps bought by one family member can be used by the other. I used this feature so that my brother could play GTA San Andreas without having to pay for it(since I bought it already). Hope that helps.

After you associate a device with your Apple ID, you can't associate that device with another Apple ID for 90 days.
Not a good idea.
