Why Can I Not Find the Click-to-Flash Preferences or Whitelist?

I have click-to-flash installed 2.6.2, and while it works, I'd like to set some sites so it will allow the flash to play , but cannot find the menu or preferences. It is not in the Safari menu, there's only "Right Click Flash", what that is, I do not know, and it only allows it to be checked or unchecked. There is no Click-to-Flash shown. When I open Extensions in my Safari preferences it is shown, but only allows me to enable or disable it, no preferences anywhere, and I also see no "gear in the left hand corner of inactive flash windows". So, where can I find it???

iMac, Mac OS X (10.6.8), 21.5" ,3.2 GHz i3, 8GB Ram,
