Is it possible to have an folder "Faces" - as like when syncing the iPhone with iPhoto - on a stupid Windows PC?

Doubtful, since there is no direct sync relationship with any photo manager on Windows.

No, not until Microsoft gets their copy machines in gear as they always do, but always several years or more behind with their copying.
