Close and restart iTunes.
Reboot the computer.
Do either of these have an affect?
I have the same error and reinstalling does not help!

I am having the same problem. Reinstalling does not help. I read that it is from damage to the windows system files. If this true? What is the fix?
I reinstalled Sun Java, enabled SSL 3 in IE and it helps. Now its working.

I have the same issue, and looking through the forum everyone with the issue got it within the last 2 days when installing 10.6. I am now unable to update my phone, or login to iTunes. Have tried gedonis' post but hasn't worked. Come on Apple Mods give us some help here!
Looks like this is an Apple server certificate issue with windows o/s:

Not much we're going to be able to do about it until Apple provide the correct certificate!!
I too have the same problem. While trying to update my iPAD software, it failed. Now I am not even able to restore my iPad as it gives the same error...
Request Apple moderators to PLEASE give us a solution..
I found the following on an Apple support page:
Symptoms
iOS 5 removed support for X.509 certificates signed with the MD5 hash algorithm. Attempting to use a certificate that would otherwise be valid, but is signed with the MD5 algorithm, will not succeed.
Resolution
Update your certificates to a newer version with a secure signature algorithm.
