You need an email account accessed on both devices that provides for syncing notes over the air, or you need to sync notes direct with a supported application on your computer via the iTunes sync process with each device.

So synching the Notes App doesn't work like the Calendar App which synced between my two devices without any additional supporting application? Just got the iPhone 4S activated last night and it immediately synced the Calendar items that were on my iPad. Thanks.

It works the same way with an iCloud account. You must turn Calendars on for over the air syncing with your iCloud account settings on each device, and the same for Notes.

I have iCloud turned in the iPhone 4S and iPad settings. Is there something in the settings that I may be missing? Maybe I should turn iCloud off and then back on, on the iPad to see if that will force it through???

Ok, it looks like I've made progress this evening. I guess my confusion was that I expected to have Notes from the iPhone synch to the iPad, but I did a test and it appears that Notes only synch from the iPad to the phone. Thanks for all your suggestions and thoughts.
I can not get my Notes on my iPad to synch with my iPhone. Have the preferences on both for Notes to be on.
The only way that I get notes to synch is via Mail as an intermediary. My iCloud does not help here!
Renee Notes from the iPhone absolutely do sync with the iPad. The problem is that Notes is probably configured to use a gmail (or other) account for Notes by default.
When you open Notes in the iphone there is an 'Accounts' button. Tap it and see where it takes you.
I see 3 entries on my wife's iphone. "All Notes", "GMail" and "iCloud".
Hit the "Home" button and go to "Settings" -> "Notes" -> "Default Account"
You should see the option for "iCloud" there. Select it and any new notes will be created in the iCloud account and therefore sync to the iPad.
I only found all this out while trying to see why my wife's iphone wasn't syncing back to the iPad myself. So i thought I'd help a fellow in need :-) Hope this helps.

Actually to complete the circle it would be great to have my Notes synched on my MacBook Pro using iCloud. Now I synch using iTunes. I could select System Preferences > iCloud on my MacBook and select Mail and Notes; however, I do not want to synch my mail via iCloud. I wish that Apple would break the Mail and Notes choice into two. Oh well...
