How do I export Safari bookmarks to a Windows browser?

How do I export Safari bookmarks to a Windows browser? I've been trying for hours, but I can't work it out.

ibook, Mac OS X (10.3.9)

Safari exports bookmarks as an html file (see File, Export Bookmarks on the menu bar). This file can be used by just about any of the Windows browsers using the import command. In Gecko based browsers open the bookmarks window and look around for an import command in the menu. I believe the same holds true for Opera. I'm not sure about IE, I haven't used it in years.

Sorry, I missed the 10.3.9 notation. You may need to turn on the debug menu to see the import/export commands. If you are comfortable with Terminal, with Safari closed, type this in Terminal and exit. When you restart Safari you should see a debug menu. There's no harm in leaving this option active but if you want, you can turn it off by entering the same code with a zero in place of the one. There are some utilities than can also activate the debug menu, Onyx comes to mind.

defaults write com.apple.Safari IncludeDebugMenu 1
