I just downloaded the garage band update on my computer but now i can't get it to sync to my 4th gen iPod touch.

yes I've checked that. I've also restarted itunes and my ipod and it still won't sync.
Is the update to the app to large to download over Wi-Fi? How do you know the update isn't syncing to your iPod?
Are you signed into the same Apple ID in iTunes and on your iPod Touch? Are any restrictions turned on? To check, head to Settings -> General -> Restrictions.

i finally got it to work after i updated itunes and ios.
That sounds like the new app update required iOS 5.1, and it wouldn't install until you had the iOS update. I had a very simlar thing hapen to me with Pages on my iPod Touch until I updated it to iOS 5.1.
