Photos for MacI grabbed that screen directly from the Apple TV page on Apple's site.
You being in the UK is the reason you do not see Purchased on your Apple TV. Movies are not available to iTunes in the Cloud anywhere except the US right now.

Photos for MacApple is not entirely at fault here. The content owners need to agree to let their products be available in your country. Apple negotiates those rights as fast as they can.

One example is "We Bought a Zoo." Purchased and downloaded it from ATV 1st gen but doesnt even show in my ATV 3rd gen purchased movies.
