Check Settings>General>Restrictions>Siri>ON, that should bring back Siri in Settings>General>Siri. You wll then need to enable Siri there.
I do not have the menu in SIRI restrictions. I'm desperate! :) I'm sure that 3 months ago, the menu was present in the General as I had enabled. After I had to disable because SIRI did not work in Italian. Finally I went back to the old voice control.
I already tried to reinstall the 5.1 version but I restored from a previous backup.
Perhaps it is restrcited due to region. Try changing your region to US or another supported country and then rebooting.
If that doesn't work, can you post a screenshot of your menu under Settings > General?
Try going to Settings>General>Voice Control>Siri> and select English (United Kingdom) or French as an example. Italian currently isn't a supported language and that maybe your issue at the moment.
