Do I need mobile credit to let iMessage activate my mobile number?

Do I need credit so that iMessage will activate my mobile number? I have used it before and turned it off since then. I now have no credit and every time I turn iMessage's on it says "waiting for activation" and down at the reieve at, it says my email address not my mobile number I'm just wondering if this perhaps is because of having no credit, or if it is any other problem

I've had iMessage working fine once before when i first got the phone and i turned it off not knowing what it was ... Bad mistake 😟 lol but ohh well! And now I currently have no credit, so I'm just not sure if I should have credit for this to even activate properly.. Because when i turn it on, it says"waiting for activation" and it only has a spot for my email to be recieved at...
