Call AT&T. We have no idea what your contract with AT&T says and what they will or will not do for you. 3G plans are different than 4G plans so be prepared to sign up for a new plan.
I called AT&T, it took some effort to get to the right place, but they were very helpful. Have your cellur data number from old iPad available. They plugged in the IMEI and ICCID numbers (in the General>About Settings) from my new iPad 3 into my account. And my unlimited data plan was instantly moved to the new iPad. AT&T was very accommodating so don't give your unlimited plan!
I have an IPAD 1 and just received an new IPAD and went through the steps to transfer an AT&T unlimited data plan from the IPAD1 to the new IPAD that has 4G. Bottomline I ended up calling AT&T after several attempts to complete this on my own. AT&T representative was very helpful (1-800-331-0500). They will asked confirmation of billing address and then they went step by step through the process and were very patient in terms of assisting me to complete the transfer. Basically the steps are to go to //Att.com/IPADlanding.com then login and with the AT&T representative indicating where to navigate through their web site - ultimately getting to the IMEI number and the ICCID numbers. The process is to update the record with the IMEI and ICCID numbers from the new IPAD to the AT&T account and save the information. Then log out of the AT&T account and log back into to make sure the record was saved. At this point the AT&T was able to see the updated information and confirmed the new IMEI and ICCID numbers. Note this is different than exchanging the SIM Card which did not work for me the new IPAD requires the 4G Sim card which comes with the new IPAD - so in my case no need to phyically change out the SIM card - rather it was all about updating the AT&T records on-line - with the help of an AT&T representative. Next turn off IPAD and restart and up will come the AT&T 4G indicator in the upper left portion of IPAD screen. I then took the IPAD away from the WIFI and traveled a distance with the IPAD using the AT&T connection and the speed was much faster than the IPAD1 on the AT&T service. This could be combination of the 4G as well as the faster speed of the new IPAD. All and all the transfer of the AT&T data plan was relatively straight forward. I was able to confirm that I have maintained the unlimited data plan for the new IPAD. I would also indicate that the overall speed from an IPAD1 to the new IPAD is substantial. The display is also better than the original IPAD. Hope this helps others.

There are a lot of people trying to do this, and a lot of misinformation on the internet. Several things appear to work and some are even fooling people into thinking that they've done it right, but when in doubt the best thing to do is call your carrier and let them talk you through the process.
I've scanned a lot of online blogs so I’m confident that ATT can do the switch. If you don’t like talking to ATT then there are three ways that customers have tried. The first is to swap SIMs (there is a procedure for that). The second is to update the data directly on the iPad (no messing with the SIMs). The third is to log into www.att.com/iPadLanding , go into the user's data and update the IMEI and ICCID numbers. The ICCID contains your ATT account information on the SIM and is like a digital fingerprint for the SIM. The IMEI is a unique identifier for your iPad and is like a digital fingerprint for your iPad. Clearly if your iPad is ever lost or stolen then it would be best for your carrier to know both sets of finger prints so they can track the thief and shutdown your iPad; therefore it is a very good idea to update your carrier with the IMEI of your new iPad (either via a phone call, the iPad cellular interface or via the above website).
FYI, I first tried method swapping the SIMs and it worked, it showed that I had 4G, but I wasn't convinced that I was getting LTE speeds so I went to iPadLanding to update my user information with the Id of my new iPad (keeping the old SIM). When I did that the system informed me that my new device requires a 4G SIM and that the SIM number I gave them isn't 4G... After that I knew that having the old SIM in the new device might eventually cause problems so I swapped back, updated my info on iPadLanding and now things are working great.
There is one thing to be aware of about the online update process... It works great but they do throw a very long legal contract with lots of fine print into the update process. It may put limits on your 4G usage that weren't there in the past. If you aren't ready to accept whatever it says then you may want to thoroughly review it, or have someone else review it, before moving your account to this new device… Alternatively talking directly to an ATT agent and letting them swap the service for you should get the job done and you won’t have to see this new legal document so you might not be governed by whatever it says… Looking back on it, I wish I had AT&T do the switch for me because I rarely read the lengthy legal docs that companies push via online systems. They made it pretty clear that if I want unlimited LTE then I need to accept their new legal terms so I did, but if an ATT operator can help you avoid that step then perhaps that is the best way to go.

Okay, I'm finally reading the contract (that I signed late last night) and just found the following:
"1.2 AT&T Data Plan for iPad™ ("iPad Plans" or "iPad Plan" also "Plan" or "Plans") can only be used on AT&T's wireless network and with select roaming carriers, domestic and/or international, depending on the iPad Plan selected. iPad Plans require an iPad capable of working on AT&T's wireless network and a new, special AT&T SIM card."
This makes it pretty clear that swapping SIMs is the wrong way to go. As I mentioned before, I've read lots of online blogs and many owners are just swapping the SIMs so it may eventually come back to bite them.
VERY IMPORTANT NOTE.....
It really isn't that hard to switch your AT&T account from your old iPad to the new iPad but there is a trick.
1. Turn off the old Ipad
2. On your new iPad, go into 'Cellular Data' and go into 'View Account'
3. Log in as an existing customer, using your AT&T account ID and password
4. Select your account (or leave it as is if you like) - probably will show DOM 30 Day Unlimited
5. THIS IS THE TRICK...
SCROLL DOWN AND YOU WILL SEE A 'NEXT' BUTTON
The button does not show up until you scroll down. Press the 'Next' Button.
6. Follow the rest of the screens and the iPad will reboot
7. You will be notified that the account switched and after a short time you will see 1) the bars... 2) the AT&T and 3) a network type indicator (3G, 4G, or LTE)
