Do you want it on your Mac and/or on your iPad ? For the iPad there is a free Adobe Reader app in the iTunes app store. For your Mac computer there is free reader program from Adobe.

The document I'm trying to read says I need Adobe Flash Player. Does that make a difference?
Yes, Flash is not supported on the iPad - and as Adobe have never managed to make a version of their flash player that works on iOS devices, and they have recently announced that they are stopping development on all mobile versions of it, it probably never will be.
Where is the 'document' that you are trying to read ? If it's on a website then browser apps such as Skyfire, iSwifter, Puffin and Photon 'work' on some flash-based sites, but judging by their reviews not all sites. Also some websites, especially news sites, have their own apps in the App Store.
