there are a couple of things. One called the iDisk I think, or iFlash. There's also the seagate GoFlex, which is a harddrive that has its own wifi transmitter.
none are cheap and none have stellar reviews, so YMMV on any of them.
No. But you can purchase the Camera Connection Kit that can be used to connect to a USB drive. However, to the iPad the drive is read-only, and not all USB drives will be recognized.

The iPad will ony read photos or videos that way. I've gotten it to read up to a 32 gig card and have had some mixed luck on usb drives - some work some don't. (the key seems to be to avoid some like SanDisk or Kingston with hardware that comes bundled on the drive or ones with big LED lights that trigger the 'takes too much power' warning)
