How do I report scam apps??

MONTHS ago I noticed 4 (now it's 5!) scam apps that jumped to the top of Utilities with a bunch of fake reviews (and presumably fake sales). I contacted Apple via standard means and got a nice little run around. The apps are promising things that are not possible. Normally Apple bans these things or they sink under their own cruddy weight, but glancing at my email to Apple, they've been around for nearly 4 months. I feel like the App Store's quality is slipping. Here are the apps in question:

http://itunes.apple.com/us/app/blacklist/id489184520?mt=8

http://itunes.apple.com/us/app/iblacklist-manager/id479877976?mt=8

http://itunes.apple.com/us/app/iblacklist/id426320011?mt=8

Do we have any recourse for this type of thing or do we just have to hold our breath and hope Apple steps in? How did these apps get approved in the first place?

I bought the "free trial" for "CloudApp Mobile for iCloud Devices" (author Phuc Ho). It turned out to be a fraud app. It promises 7 days "free trial" but after you signup, there is no way to cancel. Every time you open the App, it still asks you to sign up for "free trial" even after I got charged. Then a page pops up asking you to download a game. The author just put the app out to collect payment from unsuspecting buyers. What's amazing is Apple would allow this kind of fraud to stay in their App Store and there is no way to dispute or stop the payment.

I've done this already. I was hoping there was a less well known contact form or an email address of a human that would actually reply. Apple used to be so good at support...

On that note I've also used this contact form:

http://www.apple.com/feedback/itunesapp.html

to no avail. Anyone have any experience escalating this type of issue so that someone will actually hear it and act on it?

Sorry, but the web form is the only official way for contacting the iTunes Store. If you've notified them, you've done all that in practicality you can. The only possible escalation path would be Apple Customer Relations, and most likely they'd only get involved if you purchased such an app, and even then it wouldn't be worth your time for ninety-nine cents.

Regards.

I Have done that (write to Apple) loads of times with fraud apps. Nobody home apple dont reply, and now months and a even year later.. The same apps still there.

this is the latest app which stole money from me

Effectica-Intro Maker and Movie Opener Maker for iMovie and Youtube by James Carter

https://appsto.re/us/M4Dt8.i

effectica from someone called James Carter who poses as effects chimp.

the support link leads to effects chimp now deleted FB page!

Apple, should have a "report this app, report this developer" link on their app store products

I paid 99 cents to remove watermark, and it came back again.

Tapping on 'restore purchase' is a dead link

The app has not feedback or contact email

When try to buy again, the 99cents stated, becomes 2.99$!!!!! Criminals

Support page link here in appstore leads to a deleted facebook page of effects chimp! Everyone report this to apple!

FULL OF ADS AND PAID UPGRADES (despite the horrible ads, some of which are unsafe)

RIPPED OFF!

Dishinest greedy developer low quality video when saved to camera roll DO NOT BUY THIS!

The dude's website is now nonexistent too!

His name is James Carter and Apple should have him arrested

but apple dont care. The appstore used to be safe. Now its a spammy shop full of dishomest and low quality apps. Apple have really deteriorated during the last couple of years.
