Scrolling pdf inside Web page

Could anyone please look at the following link on their iPad and confirm that I can't scroll to the bottom of this page where (with some luck) I'd find the button to open the (pdf) document in another widow, print it, or safe it. I've an "old" iPad with the latest iOS.

Believe me I did try scrolling witn one, two, three fingers--doesn't work. I also tried tapping on the file with one, two, three fingers. No luck. It brings up the "copy" for the visible part only. Just a confirmation that I am out of luck would help.
