i dont have face time in my iphone4s i restored it to new ios but still i dint have facetime. why?

Where was your iPhone purchased? iPhones sold in certan Middle Eastern countries will not have FaceTime. Also note there is no FaceTime App, it is accessed from within Contacts.

As stated, there is no remedy other than purchasing an iPhone from a country that permits FaceTime.

Is the iPhone jailbroken?
Go to "Settings", scroll down till the middle and see if you could find "FaceTime". If, not, then what "Stedman1" suggested is likely the case.
My understanding is, Apple doesn't officially release its products in Bahrain. Usually the products come from UAE and FaceTime is blocked in ME phones and ipads. Bahrain carrier(s) may support FaceTime, but only on phones/ipads which are bought from countries where it's not blocked by law.
I know you purchased it in Bahrain but where was the device originally sold? My guess it was another ME country that has banned FT.
