Programs and their options are opened and started by itself. Also without an internet connection...

Have you tried plugging it into your computer and doing a full factory reset on Itunes if you stuff is backed up?
Reset your iPad: Press and hold both the Sleep/Wake + the Home buttons for at least ten seconds, until the Apple logo appears.
If that doesn't help, try restoring your iPad:

I also called to Apple in the United States and nothing, only told me: restore the ipad without a security copy !!. I did and nothing. My ipad always has worked fine and suddenly appers this problem :S

What new app did you install on your iPad since it last worked fine and acting up?
Did you modify anything, e.g. turn Bluetooth on, plugged in a new USB device, etc.?
No, I do not anything and now I made a restore... When I try to configure the new options after restore, e.g wi fi networks, the problems continues.
The problem began when I tried to tufn off, the button did not want to move to the right side to turn off. After many attempts I made. After, I was in class taking notes, on evernote, and was when the problem start without stop...
