How to update i-Pod Touch version 3.1.3 to iOS 4.0 ?

I phoned Apple Support asking for help but they said that to update i-Pod Touch version 3.1.3 to iOS 4.0. is not possible. Are they right?

What model iPod Touch do you have? If it is a first generation then 3.1.3 is the highest level it can run.

Thank you for the answer. My i-Pod is the first generation model so it is not compatible with the App I want to install.
