If Mary's suggestion is not working for you, check your setting in System Preferences...>Language & Text>Region>Times>Customize...


You will note Short/Medium/Long/Full fields. I am not sure which one fills iCal, because I have all of mine set for the 24 hour clock. Fill them all as I did or experiment with an individual setting.


Remove the AM/PM and enter/drag Hour/Minute to the time field.


Quit iCal before making the changes, and log out/in, or restart before opening iCal.
