Adding a +1 and the number works, but if they still have my message on their phone, can the person send a text to my ichat even when I'm offline and it go through?

For the SMS option to work your computer has to be set as if it is in the United States.

As you have found with the +1 (International code for the United States) the phone has to be there as well.

It also has to be with a carrier that allows SMS Messages to come from AIM

However this make the +1 (number) an AIM Buddy (they should be in your AIM List)

It then depends whether you have Off Line IMs active or not as to whether they can IM you when your have iChat shut down (or the computer Of Line).

With AIM and Apple IDs (except iCloud Issued @Me.com) you can log in here and check those settings.
