This is the most off topic and unhelpful thread I have come acrros. Anywhere.
The issue is a missing microphone key on the keyboard. It appears on my 9" iPad but not my 12" one. The dictation IS functioning as it popes up radomly for me just not. However there is no controls in Sttings in the places it is on my smaller iPad.
it is her in the larger one, just not accesable. Frustrating. Yes I tried all the keyboards I have. Yes I searched online and in apples help systems. Ideas?

This thread started five years ago. Your iPad Pro did not exist then. If your issue is still current, please start a new thread. Many people here do not respond to "tag-on" threads, especially really old ones like this.
On the new iPad, during setup, did you answer yes when it asked if ou wanted to use dictation?
If not, is settings-keyboards-dictation set to on?
If yes, when he keyboard is displayed, press the microphone button set in between he numbers key and space key.
Talk, when finished hit the enlarged button.
Do you have the new iPad or iPad 2?
If new iPad, there's a microphone key on the on-screen keyboard.

There is no dictation then.
I have a new 3rd gen iPad, and there is no Dictation button on my keyboard. I cannot find any keyboard settings in the menu. I'm not sure how to turn this feature on either.....and I should have it
As above, did you activate it when you set up your new iPad? If not go to Settings > General > Keyboard > Dictation = ON.

The "General" part of your description, missing from the one above, was what was messing me up.
I can't find an enable dictation setting either on my 4S or iPad2. However, several apps do have a dictation icon. In particular I use Evernote increasingly as my holdall for notes, vital information etc and if I'm in too much of a hurry to enter an appointment (for example, when at the dentist) I can dictate a note into evernote and transfer it later.
i did just that and there still isnt a microphone showing up on my keyboard. What do you think could be the issue? Does the version of iTunes that I have matter?
For the iPhone you need to go to settings-general-Siri. As for the iPad 2 it does not support dictation.
Well there is no 'intelligent' speech to text dictation on the iPad2, but you CAN dictate simple audio notes into it. As I said, I do just that using Evernote, where there is a microphone icon on the screen.
I have a new iPad (3rd gen). At setup, I can't remember having been asked to activate "Dictation".
In Settings > General > Keyboard there's no "Dictation" switch.
I've restarted my new iPad a couple of times to no avail. Any ideas as to why it doesn't work for me? 😟
I restored my iPad 2 backup onto my new iPad. Could that be the cause? 😮
Okaaayyy... I found out what was wrong. It was my keyboard choice. It was set to French (Switzerland) as I am Swiss. But only the standard French keyboard is supported. I cannot use that.
Problem (kinda) solved. 😕 Hopefully Apple will support all keyboard languages in future.
