Is it possible to manage users SMB shares?

I'd like to be able to have a handful of SMB shares that come from a server other than the one where OS X Lion Server is installed. This would allow me to give users access to some file shares that exists on some Windows servers we have without me having to go to each user individually and set them up by first mounting them to their desktop and then drag/drop to their login items. I'd love to be able to "push" these shares to their desktops from Lion Server and manage who has access to them as well.

Is this even possible?

MacBook Pro, Mac OS X (10.7.3)
