How do enable pop-ups for a single Site. On new iPad

please clarify your question, by site do you mean you want to enable a pop-up selection for a single cell?

I have a bank website that requires that pop-ups be allowed to
Navigate from one tab to another
You can turn Block Pop-Ups ON or OFF in the iPad Setttings > Safari > Block Pop-Ups Option
Note: You can't set this for one site, the option is a general setting and applies to all sites
