In Mexico
I am going on vacation to Mexico and I want to use my iPhone just as a camera. Is there a way I can do this without paying outragious roaming bills?

Just keep it in Airplane mode (http://support.apple.com/kb/HT1355).

If you want to avoid the Roaming Charges, Airplane Mode is your best option. To turn Airplane Mode on got to: Settings>Airplane Mode On/Off.
