For some reason, my laptop can't seem to get a charge

The only method I have to charge my laptop on my boat is by a 115V outlet. Both the power converter for the Macbook and the wall socket work fine, and so does my battery, but I think that there may just not be enough power. Is there any way to keep charging my laptop? Possibly a product that will produce either enough amperage or voltage to continuously charge my laptop? I'm going to need to be out on my boat for continuous periods of time for a research project.

Input AC 100-240V 50-60Hz 1.5A

so should work

Out of interest have you tried a SMC reset

Power
The computer doesn't respond to the power button when pressed.
A portable Mac doesn't appear to respond properly when you close or open the lid.
The computer sleeps or shuts down unexpectedly.
The battery does not appear to be charging properly.
The MagSafe power adaptor LED doesn't appear to indicate the correct activity.

Yes, but when I try the outlet again, it doesn't work. But the Laptop can still charge from other places. The source is 60Hz 115v, and all my android devices work fine with it, and other people's PCs work fine with it (in fact, there was a TV running in the outlet before) but the laptop simply will not charge.

If I've already tried the SMC Reset, is there a way to compensate for the lower than usual voltage? (I'm assuming the cafes and house outlets I've been using have a higher voltage, but that's not my specialty.)
