Can a 120 minute dvd fit a little over 120 minutes?
I wanted to burn a 121 minute movie to a 120 minute, single-layer, 4.7 GB Memorex DVD. Will it work or not?

That was an inane answer. The size is 4.7GB, not 120min. Movies are compressed files so you cannot exactly equate GB to minutes, it depends on the movie. A "120GB" DVD may not fit a 120 minute movie or may fit a longer movie.

There are more to it
The duration limit is not for movie only - but - Movie + Menu.
Smallest Menu I can do is about 1 minute. Old theme - Brushed Metal - No animation - no audio, photos etc. Just a plain area with a minimum of text.
Still only 119 min left over to the Movie.
You need another program to be able to change the Bit Rate output so that You can squees in more on a SL-DVD e.g. Roxio Toast™ where You can put 10 hours on one disk - BUT Quality makes a VHS tape recorded in LP or even EP mode look brilliant. (That's how bad it is - it cost's to pack)

Do as Bengt mentioned about the menu(s). Use one of the older themes with no dropzone or animation (like Leather, Brushed Metal, Graphite, Sage, etc.), don't add any music to the menu and you might be able to get the overall playting time down to under 120 and get it on a SL disk.
If you don't like the backgound of the theme's menu create a jpg file with the color or design you would like for the menu's background and add it to the Menu bin:
You can check the playing time of the project with the Project ➙ Project Info menu option.
So if you have music added to your project's menu try removing it and see if the project will come under the 120 limit. Next try changing the theme.

Why don't you want to use a DL DVD?
I should clarify... If you are producing a DVD quality file, then the file size for a 120 minute movie is greater than 4.7GB... If you want to downsample, then sure you can fit it on the disc, but you would be better off buying a dual layer disc and exporting it at the highest quality possible. (just make sure your effects are the same resolution as your video if you have any, or they will look bad - see X2 on bluray)
