How do I get my toolbar to show up on my IPad?

I am referring to the toolbar across the top? When I have the Internet (Safari) open, I am trying to figure out how to access the toolbar so I can Click on "view", "show bookmark", etc. so I can Install the "pin it" button for Pinterest.
What toolbar? For the one at the bottom double click the home button or swipe four fingers from bottom to top, if gestures are enabled.

Settings>Safari>Always Show Bookmark Bar
I tried that, but it didn't change my view. Do I need to reboot to get it to work?
