In the course of your troubleshooting to date, have you worked through the following document?

Apple iTunes Store not loading Fix:

This is an issue that has come up with many home users that for some unforeseen reason iTunes store will not load anymore on their home computer.  There is a fix for this it takes roughly 5 minutes and does the trick.  If you click the link above in the previous post: http://support.apple.com/kb/TS4123 it provides you with the same fix, slightly more intrusive than the fix below.

There is an issue with the winsock entries and it needs to be properly reset.

Repair & Reset Winsock Catalog in Windows 7

Winsock entries tells Windows 7 how to access your network services. Additionally, your TCP/IP protocol can be corrupted. The TCP/IP protocol is a stack of 4 layers that includes several transport layers, but when this stack is corrupt you will constantly have connectivity issues.

Go to start, then type in 'cmd' and right click the Command Prompt to run as Administrator.

type in each string of these commands and restart your computer twice.  Once restarted your iTunes Store will work.

    netsh winsock reset catalog
netsh int ip reset reset.log hit

Please spread the word on this as I have spent months trying to figure this one out for myself!  Good Luck, and hopefully Apple can post this fix to the public and 1000's of iTunes users that are having this issue.

    Cheers!
