Tether an unlocked iPhone 4s

I've just got a new 4s network free direct from. Apple and want to tether it. I'm with a network provider down in Venezuela so no usage restrictions.

I've read that you can going into network settings personal hot spot my 5.1 doesnt have that option. I'd rather not jailbreak my phone then get a tether app as was whole point of buying an unlocked phone as travel a lot. Any one can help how n what I have to do to make this phone work. Thinking made bad design buying iPhone as nothing is simple like my old windows phone which connected to everything n didn't need hundreds of apps to make it work. iPhone sold me this network free phone but don't offer the facility for people same as me to use it how I want to.

Cheers

The Personal Hotspot feature is dependent on carrier support. If you are using an unsupported carrier, then you will have to take the issue up with them. It may not be possible.

Movistar is the only supported carrier in Venezuela that offers support for the Personal Hotspot (tethering) feature. Digitel is a supported carrier, but they do not support this feature.

A list of supported carriers with details on what features are supported can be found here: http://support.apple.com/kb/ht1937
