Why can I forward some notes and not others?

I sometimes need to forward notes (the kind you find in Apple's Mail.app) to others. Sometimes when I select a note and click "forward" it creates an email message of the note and allows me to address, edit and send. Other times, it does nothing (I click "forward" and nothing happens).

Can anyone help me understand why this is? what notes can and cannot be forwarded? or how to forward the ones where it now does nothing (short of cut and paste which is a pain)?

Any help is much appreciated!!
