3194 usually occurs as a result of restoring on a computer that had modified host files.

Remove all traces of #gs.apple.com in your hosts files.

To access them, go to C:/system32/etc/hosts.plist

Hidden Files and Folders must be enabled, AND you must have permission to read and write the directory (and all subfolders). iErrorChannel left this out.

Is/was the phone jailbroken?

Are you in DFU mode? Not 100% pertinent to jailbreaking as KiltedTim thinks.

No, it's not necessarily jailbroken, but the sequence of errors points to a distinct possibility that it is/was. The modified host file is usually a dead givaway. The only reason to do that is to allow the installation of unsigned firmware.

Error 1600, 1601, 1602: Try the following steps to resolve this error:

1. Ensure proper USB isolation troubleshooting has been performed, and test with a known-good cable.
2. Follow the steps listed for Error 1604.
3. This error may be resolved by disabling, deactivating, or uninstalling third-party security, antivirus, and firewall software. See steps in this article for details on troubleshooting security software.

Error 1604: This error is often related to USB timing. Try changing USB ports, uninstalling and reinstalling USB ports, and other available USB troubleshooting steps (troubleshooting USB connections, device not recognized properly, computer won't recognize a FireWire or USB device). If you are using a dock, bypass it and connect directly to the white Apple USB dock connector cable. If the issue persists on a known-good computer, the device may need service.

pretty easy steps, also make sure your using the lastest version of iTunes 10.6
