I have tried that but it still fails to fix the issue. During the restore it does note shows if I want to update the provider firmware. I am guessing that it is country/carrier specific.
One interesting note is that since my SIM card works on two different APN, when the problem occurs I can switch to the second APN and it will continue to work again. But, on the next failure I would have to reboot since both APN would not be working anymore.

Unfortunately, it has the same cellular data not activated issue again this morning.
Since yours how working, can you tell me the following info ? Mine the in the bracket.
1. Version (5.1 (9B176))
2. 1st 5 Serial (DYTHG)
3. Modem firmware (1.0.10)
4. Celluar Data Number (Unknown)

Firstly, my iPad was activated without a sim card in it and later I got a data sim card and the 3G issue occurred.
The past 2 weeks were frustrating as the 3G(M1) was not working 50% of the time.
I did a restored to new ipad from itunes follow AntoNeo suggestion.
The first bootup still showing no network (O) after activation. Then, I did a restart.
The second bootup I got the 3G connection. Now, I turn on/off Wi-Fi or restart the iPad always got the 3G
connection. For Singapore M1 user, I will suggest to change the APN setting passwords to "user123" after activation before restart the iPad. Passwords was given by M1 customer services center. Hope this will help some new iPad user.

Today, I went to JB with my ipad on 3G data connection, but roaming off. Was there for 4 hours.
After came back to Singapore, my ipad browser showed "Safari cannot open the page because it is not connected to the internet." and "Could not activate celluar data network".
Apparently, Singtel "kill" the cellular data line after its base station failed to establish connection with the device. To reestablish connection, the cellular base station requires a request for connection, which ipad only do so on network initialzation.
I have same issue on my mobile with APN-off for a few hours. It needs a power reset to reestablish celluar data connection.
Anybody on Singtel, M1 and Starhub have the same observation?

Just installed the patch and it already seemed to pick up the HSPDA+ network with 3 to 4 more bars than before. It's still early but this makes me hopeful as it's already a marked improvement.
Let's see if it improves on the many issues over the next few hours/days.
