HOW CAN I UNLOCK MY IPOD TOUCH? I PURCHASED MY IPOD AT A GARAGE SALE AND DONT KNOW WHAT THE CODE IS. CAN SOMEONE PLEASE HELP ME???

You have to connect it to iTunes on your Mac/PC and restore the iPod.
If someone sold you an iPod without restoring it and having the password still on there all the data could be still on it (e-mail account, Apps, music, purchases). It was an ignorant seller or maybe not the rightfull owner.
You might have to connect in recovery mode to restore, the data on the iPod will not be present anymore after the restore. iOS: Recovery mode
If you cannot remember the passcode, you will need to restore your device using the computer with which you last synced it. This allows you to reset your passcode and resync the data from the device (or restore from a backup). If you restore on a different computer that was never synced with the device, you will be able to unlock the device for use and remove the passcode, but your data will not be present.
