you need to enter this site and manage your AplleID :
then choose manage your apple ID, enter your ID and password and sign in.
after that go to addresses, change the country and your info, and save the changes
sign out from itunes and sign back in , it will ask you to verify your payment info
verify it and enjoy ^_^

This is a real problem for people that have moved countries, and no longer have a credit card in the previous country. Unfortunately, Apple has left us no other option than to contact them.
