No, the Airport Extreme is a wireless access point, which works like the long-lived Linksys Wifi routers. It is not a broadband modem.

Can I set it up for Wi-Fi and Ahrd Drive Sharing at the same time?
Yes. There is a USB port on the back of the device that allows for this.
I know it can do it biut just to be clear... Can I use it for Wi-Fi and Hard Drive Sharing at the same time or it it one or the other?
You can use it for both. It is basically a wireless access point, a usb sharing connection (printer, HDD), and a router. It is NOT a modem (DSL or Cable).
