siri has taken over my iphone unexpectedly. it talks constantly and requires double taps and won't let me scroll. what happened and how do i fix it?

Does anyone know how to reset it? I have turned it off. I have rebooted. I have tried to push every button on the phone but all require double tapping and Siri won't shut up. Help!

Go to Settings>General>Accessibility and turn VoiceOver to Off. You will have to scroll the screen using three fingers while VoiceOver is on.
