Does anyone know how to reset it? I have turned it off. I have rebooted. I have tried to push every button on the phone but all require double tapping and Siri won't shut up. Help!

Go to Settings>General>Accessibility and turn VoiceOver to Off. You will have to scroll the screen using three fingers while VoiceOver is on.

This solved my problem. And this stumped me for hours. Thanks everyone. I really thought my phone was possessed and nearly threw it out the window. What a great feature for the visually impaired.
Thank you, it WORKED for me. Last month it happened the same thing and the Verizon people didn't know how to fix it and Verizon sent me a new phone. I knew there was a way to fix it without exchanging phones again.
