After 4 sim cards and the third new IPad from the Apple store a genius gave me an answer!!! Apperantly this is starting to be a known issue. My AT&T data service drops out while traveling but I do have AT&T signal strength!! Apple store in Denver, another lady came in and same problem!! Anyone else having this issue???

Take a look at the More Like This category to the right of this post. You may be a victim of the new plague of a Death Grip, covering the area with the dock connector with your hand. No clue other than those two pieces of advice.
But in general, a good first step would be the following.
Try resetting your device by holding down both the home and lock buttons for ~10 seconds or until the device restarts, ignoring the power slider.
No death grip problem, this happens when I travel. 5 miles of travel and no 4g service. My iPad can be on the seat next to me and lose data while I drive.
