How to delete apps permanently from iCloud

I have many apps on my icloud I want to delete permanently what is the process, I do not just want to hide them, I do not need some of the apps anymore. I also get an irritating message each time I download a new app. I tried to upload the jpeg proof from my ipad but did not work, so really dissapointed now. I deleted several apps from my devices and they still appear in icloud. This is so frustrating and wasting space in my icloud account. I have been a loyal Apple user for many years, because of the ease of use, but I am completely confused by this icloud stuff now. Anyone got some constructive comments and or advise much appreciated.

I don't know if I am understanding you correctly, but just go to Settings>iCloud>Storage and Backup>Manage Storage, then go to the app you want to delete, tap on edit, then Delete All.
