.rar is an archive file created with that unix application tar. You can expand this using the command line if you want. It would be easier to request the pdf from the original source as a zip or other (newer) compressed file.
Also Stuffit expander, unrar (http://www.unrarx.com/), and Unarchiver (http://wakaba.c3.cx/s/apps/unarchiver.html) should open .rar files. Another poster has corrected my statement that this was made by the tar application-- which it is not.

No, that would be ".tar". RAR is something else, and there's no built-in decoder on the Mac.
