I cant find my apps tab when i plug my ipod touch into my labtop, what do i do now to add apps to my ipod?
What model iPod do you have and whant is the version of the iOS? For apps you need at least iOS 2.x
(Settings>General>About>Version).
My Ipod version is 1.1.5 (4B1) is that good enough?
No. :ike I siad yu iOS 2.x or high. You have a 1G iPod and that can only go to iOS 3.1.3 and yuo get that here:

There are still some apps that will work with your updated iPod but not that many.

You have a first generation (1G) iPod. Yu need to update the iOS as I said in my second reply

If all the media (apps, music, synced phtot and other media that is synced to the iPod) is in the iTunes library (or on the computer for synced photos) then items will not be deleted.
