Is the music and sound effects included as part of Final Cut Pro X free to distribute with any video projects?
There are sections called "Final Cut Pro Sound Effects" and "Ilife sound effects". I assume I can use those for video's that I upload to utube or facebook?

Yes, you can use it in any production. YouTube occasionally detects music and challenges it, but they will put it up.
Actually it was facebook that challenged it and I filled out a form and they let it go. I figured as much but couldn't exactly find a legal agreement anywhere that indicated as you said.
YouTube will challenge as well. Oddly I've not heard of Facebook challenging before. Usage is spelled out in the applicatiojn license.
Except as otherwise provided, you may use the Apple and third party audio file content (including, but not limited to, the built-in sound files, samples and impulse responses) (collectively the “Sample Content”), contained in or otherwise included with the Apple Software, on a royalty-free basis, to create your own original soundtracks for your film, video and audio projects. You may broadcast and/or distribute your own soundtracks that were created using the Sample Content, however, individual files may not be commercially or otherwise distributed on a standalone basis, nor may they be repackaged in whole or in part as clipart, stock animation, audio samples, sound files or music beds.
