Here is the reply from Apple:

I see here that you received an email that the next episode of "Fringe, Season 4" is available but it is not on the iTunes Store. I can certainly understand your concern in this matter and I am happy to help you get this resolved.
Generally, the television networks provide Apple with the latest episode of each show within 24 hours of the original air time.
However, in this case, the email went out before it should have been released and the content providers have not allowed iTunes to post the episode yet. You can rest assured that Apple is working to make this episode available on the iTunes Store as soon as possible.

The interesting part of this is the episode IS available on the Amazon site at this moment. So what's the deal, Apple? The content provider is obviously letting others deliver this episode digitally. Why not you? While we are on the subject, why the heck did Apple send me that email stating the episode was ready to download in the first place???
Per usual, Apple is either mum on the subject or feeding generic BS in place of an answer.
