Download the Windows Installer CleanUp utility from the following page (use one of the links under the "DOWNLOAD LOCATIONS" User uploaded filethingy on the Major Geeks page):

To install the utility, doubleclick the msicuu2.exe file you downloaded.

Now run the utility ("Start > All Programs > Windows Install Clean Up"). In the list of programs that appears in CleanUp, select any iTunes entries and click "Remove", as per the following screenshot:

Quit out of CleanUp, restart the PC and try another iTunes install. Does it go through properly this time?

I'm managing to sync my iPad (with the occasional "account temporarily unavailable" message during app updates

That one's suddenly been reported by a bunch of people over the past day or so, so I think it's an issue at the Apple end of things.

but now see that the iTunes update for 10.6.3 is no longer coming up....am I to assume it's done now finally, after all this...?

Fingers crossed ... to doublecheck, in iTunes, go "Help > About iTunes" and wait for the version number to scroll up from the bottom of the screen. Is it saying version 10.6.3.25?
